Spain has found no evidence that Morocco orchestrated or carried out July's deadly border crossing into its enclave of Ceuta, Prime Minister Pedro Sanchez told lawmakers on Thursday. He was addressing the lower house of parliament.

Sanchez's statement came days after a police report concluded that the mass entry into Ceuta was not a spontaneous migration event but a planned and phased operation designed to overwhelm border controls. The report did not specify who directed the operation.
